During the economic depression of the 1930s, water towers doubled as makeshift punchbags for roaming B-movie monsters.

The intention was that creatures such as King Kong could work out their aggression on the oversized sports utilities, thus sparing nearby cities from their crazed rampages.

This worked well in the US, but a Japanese scheme horribly backfired in 1954 when Godzilla found his shortened forearms frustratingly ineffective, enraging him further and leading to the complete destruction of downtown Tokyo.
